Uttarpara Journal Association, later renamed as Uttarpara Pathagar, was
established in 1935 and started its activities at the residence of "DEB"
family at the junction of Banerjee Para street and Bazar Lane. The
Library later shifted to a new location on G T Road. Presently the library
is housed to its own building at Mandir Bari Ghat at the bank of river Hooghly.
The library started with an unique purpose of catering only Journals
(English & Bengali) for imparting current and up-to-date knowledge
to the readers. The back issues of journals (60/70 Years) are preserved as
far as possible in the library. The rich collection of the library is
important for the purpose of research and reference works. At present,
the library subscribes to 30 journals and has a collection of over 5000
books, besides back issues of old journals.

The library has a free reading room. Subscription from members is the major source
of income for the library - which is totally inadequate. Financial grant from West
Bengal Government helps to some extent - but irregularity of the grant is a major
hardship.
This library, at present, is going through acute financial difficulties which
may force its closure in near future. It will be a sad day for every Utarparan
if this library is closed down for financial constraints.
